iCloud Passwords and Keychain Sync this Mac toggle won't turn on since updating to Tahoe

Just updated to Tahoe 26.0.1 from Sequoia today and now the iCloud Passwords and Keychain "Sync this Mac" toggle won't turn on in iCloud Settings. Also get the notice "Some iCloud Data Isn't Syncing" but clicking "Resume Data Sync" toggle doesn't do anything. Currently the Save to iCloud setting for Passwords is off, but Photos, Drive, Notes, Messages are all on and working.

I'm on a Studio Mac M1 Max


I've tried logging out of my apple account on all of my devices turned them all off. I restarted Mac first as suggested in some forums as it should have the most up to date passwords. Still didn't work after logging back in. All my other devices (ipad, iphone, Macbook Pro) are working fine and I'm able to toggle the Sync this phone/mac button on all of them. I logged into another user on my Mac Studio and it worked without a problem, using my same apple account, so this seems user specific on my Mac Studio since the update. Any help would be appreciated. I use the Studio Mac the most for changing passwords and it should have the most up to date passwords so I'm reticent to completely reset my passwords on it, but if that's the next step, I'd appreciate the step by step so I don't lose any information.

  • update: Just figured it out?: I have an old Macbook Pro running 10.15 and even though it's turned off, just having it still in my account devices list may have prevented me from toggling that Sync this Mac button on my Studio Mac running Tahoe (worked fine running Sequoia). All my other devices' iCloud settings, worked just fine with that laptop in my account. The part that doesn't make sense is that the Sync this Mac toggle worked fine in Tahoe with my other Mac Studio user account, even with the that old laptop still in my devices lists. So I don't really know why or if it was the problem, but after I removed it from my devices, the toggle started working. It took 3 hours of my life I can't get back to get it working. This is exactly why I hate big MacOS updates.
