ios26 cannot approve spotify app for my child

My son is 11 years and has had Spotify on his iPad for some time. Recently, he upgraded his iPad to ios26 where spotify is re-rated 13+ and therefore restricted. There is a button to ask a parent for permission.

I am not sure if this is relevant, but the Spotify app that is registered in my sons iPad is linked to the account (probably through family sharing) of his older brother who is 13 years old. For this reason, I then first need to sign in as his older brother, then request permission from a parent, sign in as myself (the parent).

I have attempted this many times and tried approving the request on my own device, or by signing in on my youngest son's iPad. However, on my sons iPad Spotify remains locked.

Does anyone know how this issue can be resolved?

Update: I have been able to solve this in the following way:

increase the age restriction to 13+
remove spotify app
reduce age restriction to 9+
re-install spotify app following the necessary parental requests

I think there was a catch-22 situation where my youngest son's spotify app was registered under my eldest son's account via family sharing. Consequently, any requests were transmitted via my eldest son's account and did not release my youngest son's app. Without permission to use the app, it was also impossible to remove it from the device. Therefore, temporarily raising the age restriction was required to solve this issue.
