I missed that this was Windows rather than Mac, but the takeaway is the same. You need to capture the library database, not just the media. See Move your iTunes library to a new computer - Apple Community for general advice. It is mainly based around iTunes, but the principles are the same for Apple Music for Windows. Copy over all of the media related to the library and the library database. There isn't a mechanism to open a different library in Apple Music for Windows, so you need to place the copied library in the standard location of C:\Users\<User>\Music\Apple Music.

In general such properties are going to be stored somewhere within the Music Library.musiclibrary package. This isn't directly editable. You would normally make changes using the Song Info dialog box, but if you need to make bulk changes or want to export that data for use elsewhere you can potentially use Music's AppleScript interface.
