Are you trying to install Microsoft Office 365?
If so and you are running macOS Ventura 13.7.8,
Navigate to https://learn.microsoft.com/en-us/officeupdates/update-history-office-for-mac
MS 265 version 16.101 was the final release that runs on macOS Ventura. There are no updates beyond 16.101 on Ventura.
If you are running any verson of Ventura earlier than 13.7.8 you should use this version of MS 365 instead:
September 17, 2024 16.89.1 (24091630) This was the first version of MS 365 that would run on Ventura and it is updatable to any intermediate release up to 16.101.

FYI: Microsoft Support – Upgrade macOS to continue receiving Microsoft 365 and Office for Mac updates says
"Note: As new major versions of macOS are made generally available, Microsoft will remove support for the oldest major version and support the newest and previous two major versions of macOS."
"Note that new installs of Microsoft 365 for Mac require macOS Sonoma or later."
"Note that new installs of Office 2024 for Mac require macOS Ventura or later."
I don't know how strictly they enforce this if you are trying to install an older build of Microsoft 365.
Correction ... I meant to type "MS 365 version 16.101 was the final release ..."
And full disclosure, there have been reports that you can't actually update MS 365 all the way from 16.89.1 to 16.101. YMMV.
You "could" install some version between 16.89.1 and 16.101 but since MS has not indentifed exactly which version of Ventura each runs on (there were 20+ numbered releases of Ventura and 14+ numbered releases of MS 365 on Ventura) it would be somewhat risky to try that stab in the dark.
Unless you have Ventura 13.7.8, to be safe I'd install Office 16.89.1 and then just see what happens. If there are no updates possible, it's not of much concern.

That's a good point. I had done it on a Catalina iMac last year and it worked. (You do need to have an active MS 365 subscription but no previous copy of Office on the Mac in question.)
I don't have a way to test it now on Monterey or Ventura, so it's possible that it may no longer work. But I don't see why MS would keep the legacy installers available if you could no longer use them to install the older versions. And there is an article on macuser.org.uk about doing it on a Monterey Mac which gave me a bit of confidence that it still works.
I still think it's worth a try and I hope the OP will report back on his/her experience. It would be good validation of whatever the outcome is.
