photo dont appear to synch

I have run out of iCloud storage. Decided it's time to clean up photos. Went into photo library and removed a couple of thousand photos and videos from the library. Responded yes when it asked about deleting from all devices. Went to recently deleted photos in the photo app and deleted them all. Went back to the phone and the photos I removed from library are still thereafter a couple of hours. The phone doesn't appear to be removing the photos I deleted from the library on the photo app on the Mac. Am I missing something? The phone reports that my iCloud storage is full and no synching. I have removed enough from the photo library to bring my storage usage back down far enough for stuff to work.
