After I added new device and updating my OS all my photos were missing

Apple decided to turn on syncing photos with iCloud while I have turned it off a long time ago. And after that all photos on my laptop was gone. What's wrong with you guys? How does it work? What am I supposed to do now? Same happens with Apple Music.
