On your Catalina Mac your pictures are in Photos, is that correct? Photos on a Mac doesn't care where the pictures have come from. I have pictures scanned from slides and prints, and I have pictures taken with digital cameras before this millennium that barely had a clock. So any pictures that you can edit, print, or export can be synchronized with iCloud Photos.
It's possible to see some pictures in Mac Photos without being able to edit, print, or export them, because some preview sized pictures may have lost touch with the originals. Is that the case for you? I
If your pictures are all editable, then I'm about to answer a question you didn't ask: For pictures that have lost touch with their originals, you may have to hunt for copies of those from backups you made. Without those, you can use screenshots, because that is about all the resolution that's available. You may be able to do better by poking around inside the Library Package, hunting for the originals or better previews, but this risks corrupting the Library-- so if you're tempted to do that, you should poke around in a copy, never your working version. If you do find Originals, then you can load those into Photos through the usual File>Import routine.
