Shared photo albums disappearing from iCloud storage after recent updates

Up until the recent updates I could make up a shared photo album and store it on my iCloud and then I could delete the photos from my library without effecting the photos in my shared album now when I make a shared album once I have put the photos in the album they disappear from the album straight away. This was the reason I bought iPhones and got my family to do the same now I can only keep them in my library which just users up storage space on my phone. I pay for iPhone cloud storage but if you still have to keep them in your library I don’t see the point in having cloud storage or am I missing something all I know is sense the last update I can no longer use my albums like I used to can someone help with this or will it fixed in the next update as I can make albums now but I still have to keep them in my library. I have seen lots of other people with this problem
