First - Is the light supposed to stay on whilst It’s charging.
Second - Will my AirPods connect to my Bluetooth when the AirPod pro battery is fully dead and the pods are dead but Is currently charging with a usb-c. ?

No. The light on your AirPods only comes on briefly when you plug them in to charge.
