New Mac Mini Setup stuck at Sign in to Your Apple Account window when using Keyboard (no mouse)

When setting up a new Mac mini without a mouse, you can navigate through the setup pages using keyboard shortcuts (accessibility tools).

While other pages function correctly, there is an issue with “Sign in to Your Apple Account” page.

The cursor will get stuck at the “Create New Apple Account” option and is unable to be moved to the subsequent item.

This impedes the ability to select “Set Up Later” or “Continue.”
