iPad: is there any way to stop the on-screen keyboard from using caps lock as a language switch?

I have several keyboards enabled: English (US), Spanish (Latin America) [note - not the shared English/Spanish keyboard, the separate one], Emoji, and Japanese - Romaji. The caps lock key always and only acts as a switch between Japanese and the previously used Roman keyboard (either English or Spanish). I even tried plugging in a hardware keyboard and disabling "Switch Languages using Caps Lock" in the Hardware Keyboards settings, but while this setting sticks for the hardware keyboard even through unplugging it and plugging it back in, it has no effect on the on-screen keyboard. The only way to get the Caps Lock key back is to remove Japanese from my selected keyboards.

This seems to be a problem with any non-Roman keyboard, as adding Greek, Arabic, or Russian produces similar behavior (with those languages/layouts in place of Japanese). This might be helpful if I only had two keyboards — it might even be marginally helpful if it just switched between the two most recently used languages! — but as it is, it's just annoying and distracting. Is there really no way to disable this?
