iPad locked to unknown iCloud account after formatting

I forgot the password for the iPad and the iPad was locked after several attempts and I formatted it, but it won’t open. It tells me that the iPad is restricted to the owner. I know iCloud, but I don’t know the password. When I try to reset the password, it tells me to type the number ending with 89, which is not my number. How do I unlock the iPad?
