GarageBand download stuck on macOS Tahoe

I'm on a MacStudio with macOS Tahoe. I tried opening GarageBand recently and the pinwheel would not stop spinning on launch. So I removed the app and tried to re-download it from the Apple Store. The download gets stuck at 964.7 MB of 968.2 MB. Please help.

Does restarting the Mac into Safe Mode and trying the download again resolve this?

I was able to get the app to fully download to my applications. But now when I try to launch it, the app gets stuck on "Complete Sound Library" download. See image below.
