Can’t delete iMessages in iCloud, issues with apple account

I recently forgot the passcode on my device so I had to delete my iCloud encrypted data, since I have no device that has the encryption keys. My iMessages also take up storage but I am not able to access them or turn it off. Is there anything way to free up or delete them, or I will I have to make a new apple account?
