The lightning lead no longer fits my iPad (9th generation). A new lead doesn’t either!. I have an old lead which is slightly smaller and that fits ok. The socket seems to have got smaller, hence the lead not fitting

Many "cheap" third-party Lightning cables are not "MFI" certified - and don't conform to Apple's strict physical or electrical specifications. These uncertified "Lightning" connectors can be oversize, don't fit properly and/or may damage the iPad's connector.
Purchasing cheap uncertified cables is false economy. Saving pennies on the proper cable might seem an attractive proposition until you consider the great expense of repairing a damaged iPad.

Which is a Lightning to USB-C cable. If this isn’t fitting…please do not force this cable nor any other into the charging port of your iPad. Likely there is debris in the port or damage of some sort. Make an appointment and have this checked out rather than trying to repair this yourself…

It’s improbable that the port shrunk. Are you certain that you have the correct cancel? Is there any debris in the port?
Ports don't shrink. It's far more likely you have a badly made third party cable.
Such as, I have a cover on my iPhone 14 Pro. A genuine Apple cable plugs into it no problem. But a third party cable we have in the house has a slightly larger grip on the ends and it can't get past the opening in the case so it will seat.
