Can't delete empty playlists in Music app MAC

You might create a new empty library by holding down shift as you launch Music. If you enable Sync Library when this library is open it should populate with your complete Cloud Music Library. You should then be able to add locally stored music and have it merge with the cloud copies to save you redownloading things. Make sure to change the media folder to the location of your existing media before importing files to avoid creating duplicates.

Try holding down option+cmd as you launch Music, which opens it in its own safe mode and can sometimes resolve oddities in the library. What happens when you right-click on one of these unwanted lists and click Delete from Library? Any error message, or simply no change?
