Why is REM’s Reckoning album missing a couple of songs?

If I look at Reckoning by REM on Apple Music it is missing the tracks Camera and Don’t Go Back To Rockville. Yet on the deluxe edition the track Camera is there. But Rockville is on the album Eponymous.

It surely can’t be licensing issues as it suggests if you can get the songs on other versions of the album or other albums?
