So my Samsung s25 ultra’s s pen can do that but i recently got an Apple Pencil cause i got the iPad pro and it’s useless if i want to do the things mentioned in the title. So i was wondering if there is such an app or a new setting in ios26 that allows it?

The swipe-gestures to open Notification or Control Centres begin off-screen, from the screen bezel (i.e. beyond the visible edge of the screen where the Apple Pencil can be sensed by the iPad screen). As such, while these swipe gestures are available for the finger, they don't work with the Apple Pencil.
This is essentially a hardware limitation. There are no settings to change this behaviour.
