I'm unable to replicate the problem with iPadOS 26.0.1. Having deleted one or more Apps from the Home Screen, I can successfully re-add them to the Home Screen from the App Library.
If your iPad is not operating as expected, try a forced-restart - as this will often clear an isolated software issue:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:

Reset Home Screen Layout: You can try resetting your Home Screen layout, but be aware this removes all your custom folders and pages, returning apps to their default order

I followed the Apple instruction. I wonder if there is a problem with iPadOS Version 26.0.1. My original comment wasn’t very clear and I apologize for that. So here’s the issue …
On my iPhoneOS Version 26.0.1, when I go to the App Library screen, and I press on an application that is not on my Home Screen, I have the option “Add to Home Screen” displayed, and if I select that option the app is added to my Home Screen.
On my iPadOS Version 26.0.1, when I go to the App Library screen, and I press on an application that is not on my Home Screen, I am not given that option. If instead, I try and hold my finger on the app and move it, my iPad locks up and after about a minute, resets the screens to what they were. When I write “locks up”, nothing works!
