I had to delete and reinstall to Sierra and now I can not download fine cut pro. I click on the lower left to open the app and it does not show any purchases to download. How can I get an older version

This has recently become a problem. Apple stopped providing older versions of FCP via the App Store Purchases page. They used to let you download the last FCP version compatible with your MacOS version.
Restore the older FCP version from your Time Machine backups. Or find a friend and make a copy. Beware of pirate and torrent sites - they're great ways to install malware.
