on FIRST run, you get hello in 17 languages, then you specify what language and begin to set up your Mac.

doing this initial setup session, ONLY, rather than creating NEW account, you can tell setup assistant to retrieve your information form your backup, and tell it where the backup is located.

If you decide to import your old data AFTER you have created the first account, you will use Migration assistant to do so, and the article that Chattanoogan cited applies.

The Apple [Server] File Protocol that talks to the Time Capsule is the one being retired soon. The data on the Time Capsule Drive is in a standard format and can be retrieved much later by placing the Drive in an external enclosure and connecting that enclosure by USB to any Mac.

Thanks for augmenting thread w/ these important points.

Especially “… [upon] this initial setup session, ONLY …”

It’s interesting that MacOS provides no means to “Start Over” as provided on mobile OSs.

That is available, but not front-and-center.

Setup Assistant effectively runs Migration Assistant at first startup.

Global: Boot recovery, erase, and re-install, and Setup Assistant is re-run:

Per user, use Migration Assistant to replace the user:

See that second link on replacing an existing user, too.

If the first (admin) user is getting replaced, I usually either re-run the whole erase-and-install, or set up an additional new admin user as a means of recovery if something goes wrong with the re-migration and re-replacement of the first admin.
