Your title and question ask 2 different things
In any case, the "Automatically add to Music" folder is just that, a folder where you can copy or move files into and the Music app will automatically add them to the library as it continuously scans this folder for new files.
Just drag and drop or paste a music file (mp3,wav,AIFF,AAC) into that folder and the Music app will add it to the library.
If you have the options to "Keep Media Organized" and "Copy Files to Media Folder when adding to Library" turned on in Music Menu ➜ Settings ➜ Files, the Music app will automatically move the files there to the Media / Music folder into a corresponding folder (if it can determine artist, album, etc... information from the file), otherwise it will just place them in the "Unknown" folder.
To move your library to an external drive and have files added there, you need to move the entire folder structure (if your library is consolidated) in your Music folder to the external drive, and then point the Music App to the location of the Music Library.musiclibrary file on the external drive by holding down the option key when opening the Music App and choosing the library on the external drive.
If done correctly, the "Automatically Add to Music" folder will now reside on the external drive, and the Music App will just read the files in there and add them to the library now on the external drive automatically.
If you don't have your music library consolidated, you will probably want to consolidate it first, otherwise you'd need to move the folders onto the external drive and then redirect all the songs in the library within the music app to the new location mostly manually by editing their Info (specifically the file location of the track)

Stop before moving the library onto another computer, just point the Music app as explained above to the new location.
