Disabled screen time sharing but screen time still syncing

My son has had an iPad in which I control screen time settings. I recently got an iPhone for him and would like to have different screen time settings on the phone vs. the iPad. I disabled screen time sharing on both devices, but all the screen time settings continue syncing. There seems to be no way to have different app limits, downtime, etc. on the two devices. What can I do?
