Screen Time restrictions bypassed daily on iPhone 13

Hi all. My 13 yr old has Screen Time on his phone; an iPhone 13. We have screen time set up to block use between 10 pm and 7 am, to not allow communications with anyone other than parents after 10 pm, and to block “sensitive” photos and videos. He has somehow figured out a way around this and turns off all of these restrictions… or somehow they reset the same way more or less daily. Has anyone else experienced this? Any idea how to fix? Have changed the screen time password MANY times.
