Graphic of phone sliding over iPad and won’t go away like it’s stuck

I can’t get the graphic of the phone sliding over the iPad to stop trying to save recover from the iPad or something, but it’s nothing they’re not connecting or else sometimes when I restart it then it just starts back up with a plug-in into the computer but then sometimes when I do it it also just shows the phone siding over the iPad so which way do I do it and why is it doing this and I don’t have access to a computer that isn’t hacked
