Yesterday, my 2017 MacBook Pro started having fine lines running horizontally through the display. They disappeared, and today they were back for longer, and then went away again. What is causing this, and how much will it cost to repair?

Sounds like a hardware issue with the laptop's built-in Display Assembly which will need to be repaired.
Personally I would not spend any money repairing any 2016-2020 Intel Mac with USB-C ports for multiple reasons (known hardware issues...this is one of them, no longer supported by Apple & many third party software developers, expensive repair, likely to need other repairs, etc.). The money spent on repairs is much better put towards a new laptop.
