Missing call notifications on iPhone 16 with iOS 18.7.1

When I turn on my iPhone 16 w/ OS 18.7.1 I'm not getting a notification that I missed an incoming call while phone was off. I've gone the Settings/Notifications/...trail and I can't find a specific way to set this.

Additional info...when I check for messages with the carrier I find I have some VMs unread from calls I didn't know had come in.
