Ipad 3 32gb wifi only model black. Battery is fine and holds charge in switched off state. During use the battery is not charging. Battery is charged only in completely off state. Please advise.

Are you using an original Apple Power Adapter with your iPad? As described, the Power Adapter may not be supplying adequate power to charge your iPad when it is running.
Your iPad3 is obsolete and unsupported by Apple. If use of a different USB Power Adapter does not resolve the issue, spending any money whatsoever would not be worthwhile.
