Icloud Photos suddenly won't allow me to download H264

Earlier this very same day, I was able to download videos in H264 format when selecting 'most compatible' on my PC. Suddenly, those same videos are only available as .MOV no matter which download option I choose. Months ago, I had this issue, and so in my Iphone settings, I changed Most Compatible Format, so all of these videos were captured with that already selected. This is extremely frustrating, as the editing program on my PC requires that I download these videos in H264 format. I do not want to deal with the time-wasting nightmare of reformatting all my video clips using Handbrake, or some similar program. I just want to download my videos in the correct format to begin with, just as I was able to very recently. I have 2TB of storage on Icloud, and its nowhere near full. No settings have been changed on Iphone, or Icloud. It just suddenly stopped working for no apparent reason...
