new air pods won't run hearing test without cleaning

I've just unpacked a new set of Air Pod Pros, units I bought specifically for the hearing test function and the hearing test won't work without cleaning first. These are presumably as clean as they will ever be. Putting them back in the case for a minute, the restart procedure as best as I can tell from the documentation, fails to change anything. Are these defective or is there solution?

Thanks for any suggestions

To prepare for a successful test, make sure your AirPods have a complete seal when placed in your ears. To make sure your AirPods have the proper fit, you can take the Ear Tip Fit Test (iPhone or iPad only). The Hearing Test also tests the fit of your AirPods.

if you are asked to place the iPods back in the case, you MUST also close the lid on the case, so it can self-test in a known environment.
