I have a blank location and clicked on i to delete, but does not delete it? Help me get rid of this on Tahoe.Also cannot set this location on as well, see screenshot.

If you secondary-click (control-click, two-finger click) on the entry, do you see the option to delete it?
If the blank one is your only location, you may add another location before you can delete that one – search for somewhere, then click the (+) at the top left next to the search bar.
