Best way to transfer contacts, photos to a new apple id so i wont lose them

I've had my parents on my apple id from the beginning (2010) since I had an account and they didn't and everything on their devices from apps, music and everything else is connected to me. My dad now wants his own apple id under his name. Is there an easy or simple way to transfer his photos and contacts to the new apple id since he uses it for work. I know I will have to redownload apps and possibly music or set up a family share for those so he can continue to use those. My main concern is him not losing all of this photos and contacts. Ive been searching for days and doing research and can't find a clear answer on how to do this. I just want to make sure I can get keep his photos and contacts on his device. He has a Iphone 8 plus if that makes a difference.

Best way is to export photos to a third party database (like OneDrive set up on his Microsoft account, Google photos is another option)

He could then upload from there to his iCloud account Photos in a browser on any device.

This is much easier if you both have access to a computer.

Contacts and other sync data could be exported and imported the same way.

Its s big subject to summarise here, but the principle is to have a third party intermediary database independent of iCloud that can exist on both your Apple devices.
