iOS 26 Iphone 15 Safari stuck in compact view

A few days ago, all of a sudden Safari went back to compact view and will not change no matter which layout is selected in the app settings. I prefer the top view and that is currently selected, but safari is stuck in compact view. I have tried a hard reset several times, a full power down and on, and even tried letting the battery run down until it shutdown. Nothing works.
