Safari web clip toolbar missing in full screen on iPad with compact tab layout

I have a web clip confiugred to open a web application's UI using Safari in full screen. It gets deployed as a payload in a configuration profile via an MDM. Normally, when it opens in full screen, a tool bar is displayed; back, reload, share, open in browser. A colleague recently came across an instance where if Safari is configured to use compact tab layout, the web clip in full screen no longer has the tool bar. Setting Safari's tab layout back to non-compact doesn't cause the toolbar to return, even after power cycling the iPad. What settings/profile config can be made to get the tool bar to display again while running the web clip in full screen? The tool bar is needed because the share icon's save to files feature is needed to store a report (PDF) from the web application.
