I didn’t upgrade my apple storage and recently upgraded to a new phone, the photos that weren’t synced due to Mac storage space are all lost!
How do I recover them? I have bought more storage now. Thanks!

You would need to get them from your previous phone. There is no "Recover pictures that weren't kept" mechanism. If you don't keep your own backups to an external drive, then there really isn't any place else to look.
