They are old ipads 2022 and one is more older and both are locked to iCloud but my purchase is legal. How can i unlock them

Unless you have the original proof of purchase from Apple, there's nothing that Apple can or will do to unlock them.
If you do have proof of purchase from Apple, you will need to contact Apple Support and work with them to unlock them.
