on my Mac a Numbers file that I protected with a password stays protected. That same file on my SE Iphone stays open and does not require a password to see. I want it to be protected.

Are you sure it's the same file and not a copy?
How did it get on the iPhone?
Are you opening it though iCloud? Or did you Airdrop it to the iPhone?
When locked, a file will show a lock icon on it in the Files app on iPhone. Does it have that lock?
It won't automatically require the password again once it's been opened, until it's closed again.
