Can deleted notes be recovered after iCloud resync wiped them while offline?

I worked on a few important notes while travelling and did not have access to the internet always. I needed the note on my iphone so i decided to try and resync the icloud. While doing so all my notes were deleted and two remained with half information. Could not retrieve the note with any effort.
