Music will not download to Apple watch

I upgraded my phone from a 14 to a 17 and am using my exisiting AWU2.

My playlists were uploading to my Apple Watch from my 14, however since upgrading to the 17 only some music is transferring from a given playlist or album. This is not an Apple Music subscription, its songs that I’ve ripped from CD’s over the years.

The watch app on the phone says ‘Your music will resume downloading the next time your Apple Watch is charging and connected to the internet.’ Both of these conditions are true and it will not download.

i have so far:

-unpaired/paired watch multiple times

-multiple restarts of phone and watch

-factory reset watch and setup as new watch

-tried different chargers

-tried different wifi networks

Very frustrating and lots of time wasted, where do I go from here?
