Whether this works depends on what steps taken prior to forgetting the passcode, or the account takeover, or whatever else is happening here.

If you have gone through these steps already and have failed, and if you had no two-factor authentication enabled, or maybe were re-using your passwords, or possibly both, then the account was likely taken over by others, unrecoverable, and no longer yours. Password re-use and no two-factor make takeovers easier.

All here also assuming this query isn’t attempted social engineering, and here trying to gain unauthorized access to another’s Apple Account. We don’t know you, or what you are attempting, or the history of whatever Apple Account is being targeted here.
