Updated my new 17 with 26.0.1 and now when I text, each and every letter is spoken to me. I have never used this setting and it only started when I updated.
Google was no help
- I called Apple support and the representative had no idea how to fix it. We went through every possible setting in General and Accessibility and could not turn it off.
Anyone else???

Ok, I dug a little deeper and you were actually correct. It is the path you suggest but you need to click on the "typing feedback" > Character feedback > turn off Characters. WHY this was turned on after the 26.0.01 update I will never know. And Apple had not idea how to fix it.

Go to Settings> Accessibility>Keyboards & Typing>Typing Feedback. Turn off everything on that page.

Those are the settings that control what you're seeing.
Did you turn everything off, then back out to the main settings screen? Sometimes, if you just switch out of settings, the change doesn't "take."
Also, try restarting your phone.
