Is there a way to remove Activation Lock or unlock an Apple ID without proof of purchase?

My mom remembers her password and I tried everything to help her out with no luck of progress.

The only option now is the activation lock request, but she does not have her receipt with her as she purchased this phone a while ago, is there another way or option to unlock this?

I like to get in touch with apple support directly and help resolve this issue together if possible.
