Locked Apple Account after multiple failed passcode attempts

I had my iPhone stolen and the thief, being generous changed my passcode (saw it when I typed it in) so I couldn't track it. I still have the recovery contact and Gmail and thought I was saved, until I realized I had turned on the 28 character recovery (PS. It is missing and I had typed the correct/wrong passcode many times the account had locked). Contacting apple was to no avail.

Can anyone help me retrieve my account.

If you don’t know the recovery key or have another trusted device there is nothing you can do, just like Apple told you.

“If you don't know your account password and have lost or otherwise don't have a trusted device, you need your recovery key to regain access to your Apple Account. If you can't provide your recovery key, you’ll be locked out of your account permanently.” Set up a recovery key for your Apple Account - Apple Support
