How do I remove floating reader menu from my iPad screen?

I am trying to get rid of this floating reader but no matter what I am turning off it just doesn’t leave my screen. Any advise would be helpful . This is what I see when it’is collapsed, when it is opened and when I click the three dots buttons. Voice over is not on.

Go to Settings > Accessibility > Read & Speak > Speak Screen and turn off Show Controller.

I had the same problem only my icon was not turning on or off when I pressed it or touched it and I could not slide it anywhere on the screen until I followed these instructions and by toggling this feature off and back on it made it operable and now I can touch it and it works and I can also slide it anywhere on my screen. Thank you for the great info!
