iCloud for Windows 10 showing duplicate photos in File Explorer

When I view my iCloud photos in File Explorer on Windows 10 (downloaded using the "iCloud for Windows" app), I have many duplicate photos with the identical file names with the exception of a "(1)", "(2)", etc. added to the filename. I've had this problem from years.


The duplicate photos do not appear as duplicates (i.e. one copy only) in the iPhone Photos app or in the Photos utility in iMazing or when viewing the photo files with my iPhone attached to my PC as a storage device. This only happens with iCloud for Windows.


The app for Windows 10 does not allow you to delete photos from File Explorer, so I can't fix the problem that way. I've uninstalled and reinstalled the app many time on my PC and signed out/re-downloaded photos, etc.


Nothing fixes it. There are so many that File Explorer shows almost 13,000 photos although I really only have around half that. How can I continue using iCloud for Windows and get rid of these "phantom" duplicates in File Explorer?


Please don't tell me to simply uninstall/reinstall the app. I've already tried all the obvious stuff and more. This is a persistent problem. Thank you for your help.
