I'm moving to a new state and want my new location for apple tv+

By state do you mean like moving from Mississippi to New York?
Or do you actually mean country?
Apple TV+ does not have a state setting for states within a country so nothing to change. Content does not change based on state.
If you are referring to regional lockout for sports games like MLB and MLS, that is based on your IP geolocation.
The new location will be determined when the Apple TV is connected to the new internet provider.
If you mean a country, then you would want to change the country for your Apple Account, though the Apple TV+ content is not region dependent. For the most part Apple's original content offered through the Apple TV+ subscription is the same everywhere.
