I received a notification that a known friend was trying to send me money the Apple Cash prompting me to set up Apple Cash which I declined. The person did not initiate this. What action should I take?

That sounds like an official notification. When Apple Cash is sent to an Apple Account email and Apple Cash is not yet setup, Green Dot Bank/Apple will advise the Apple Account owner of the pending cash transfer and prompt them to establish an account. Without a screenshot of the notification it’s impossible for us to tell with 100% certainty. What do you mean by a notification, was it a message?
Was it a message from your friend's phone number?
Did you see it in another app other than Messages?
It is hard to tell what you are referring to for what the scam would entail or where to report. If someone were to send you money, then wanted you to send it back and you did not know them, then you would want to contact GreenDot Bank. If the message came from another number, but mentioned your friend then you could block and report the message.
It was not a text or email. It looked like an Apple wallet notification prompting me to set up Apple Cash to receive the money.
