I’m trying to use Apple Cash to pay towards my Apple Card balance. The instructions that I’ve found all say to type in the amount and “If you see your bank account, tap Change Bank Account, then turn the Apple Cash slider on.” There so slider option, only to add bank account. Help!

That kind of suggests your Apple Cash account does not have any money.
Again, are you maybe confusing your Apple Account balance with Apple Cash?
In the Wallet App:
Apple Account balance appears as a white card with Account at the top.
Apple Cash appears as a black card with Cash at the top
You cannot use Apple Account balance to pay the Apple Card.

Make sure you are not confusing Apple Cash with your Apple Account balance. Those are 2 different things.

I’ve attached screenshots of what I’m seeing. Definitely trying to use Apple Cash

What iOS version is your iPhone on? Are you currently in the US? Do you have funds in your Apple Cash account?
Probably not a great idea to post a screenshot with your private banking information
