Developers make the decision as to the minimum version of iOS to require for their apps.

If the GMail app now requires iOS 17 or later, you will need to get a different phone, or live without that app. You could try contacting Google and asking them to release a new version of the app that will run on iOS 16, but the chances of Google doing that are not very good.

They, basically, have decided that they do not need to fully support older phones.

Contact Google about that. They are the ones that make the decision as to what apps they make available and what iOS they support.
