How can I fix iCloud "syncing pending" on my PC?

I am not able to access files in icloud on my pc. I can see that they are there, but they say "syncing pending"

and the files that show a "cloud" rather than the sync icon, will open but it takes approx 2 mins per click. It's making me so frustrated. I have no idea how to remedy this. Thanks for your help.
